The cartels just across the border from El Paso, Texas erupted in violence several years ago. Ciudad Juárez was ground zero in Mexico’s war against drug cartels. The violence spread until citizens in Michoacán organized what became known as Autodefensas or self-defense organizations.
Dr. José Manuel Mireles, the leader of the self-defense group in the Mexican state of Michoacán, was released from prison on the morning of May 12, 2017, after serving nearly three years in prison. Cartel Land is a documentary film that tells the story of how, under Dr. Mireles, the Autodefensas, recruited and trained fellow citizens to stop the Knights Templar in Tepalcatepec. Display With Intent to Intimidate. The Spokane area Law Office of Mark Knapp PLLC handles many kinds of criminal defense cases. Many present issues of self-defense. The ability to claim self-defense depends on whether there is an imminent threat of death or grave bodily harm. The issue of self-defense often arises when a weapon is displayed during a road rage incident or some altercation.
On June 5, 2017, several members of the Action Training Group, Inc. met at Genesis Church in Spokane to discuss church security, use of force to detain and citizen’s arrest laws for church safety teams in Washington state. Rustin Rathbun, presented the information for the Genesis Safety Team and the ATG. A good discussion of Washington law followed. We had some very informative discussion as to when Church Safety teams are permitted by law to detain individuals who commit crimes on church premises.
The following points are from my notes and include several conclusions reached by my own independent research and conclusions. The conclusions herein are my own and should not be construed as legal advice. The facts of each specific situation dictate a very wide range of different legal outcomes.
Action Training Group Monthly Membership Meeting. Kenny Moore spoke at our monthly ATG Membership Meeting at the Post Falls Cabela’s on May 26. Kenny led the security team at the Candlelight Church team in Coeur d’Alene when they got started.

Security Training. Joel Reese has a background in security and law enforcement. For the last 41 years he has worked for Paragon Systems, a security contractor for the Spokane Federal Building. Joel also travels around to other federal courthouses in the Northwest training Paragon security personnel. He has credentials for training in most aspects of the security operations provided at the various federal buildings and has been involved with church safety issues for a long time. .
On Monday, May 1, Joel was at the Genesis Church where he has led the Church Safety Team for the last four years. Rustin Rathbun, one of the founding members of our Action Training Group, Inc. has invited the ATG- and other Safety Teams and organizations- to share information. On Tuesday, April 25, my wife and I visited a Disabled American Veterans meeting at the American Legion in Post Falls, Idaho. The objective was to invite the members to get involved in the Action Training Group, a shooting club that focuses on Church Safety training drills. Some people thrive on conspiracy theories. The very nature of conspiracy theories is such that historically the widespread belief in conspiracies has destabilized societies in ways that can be very well documented.
For instance, the German High Command promulgated false documents, “The Protocols of the Elders of Zion”, purporting to be a Jewish conspiracy and utilized the documents to create paranoia in Czarist Russia and other countries. From 1897 through 1937, the U.S. Supreme Court ruled on a number of cases involving economic issues where the court struck down state regulations that restricted business owners. Child labor laws and minimum wage laws, for example, were held to violate the freedom of contract, a liberty interest under the 14th Amendment. The 14th Amendment guarantees life, liberty and property and requires due process under the law before state governments can invade such interests. At one time, the Court consistently held that the 14th Amendment only guaranteed fundamentally fair procedural safeguards. But the Lochner era cases found that freedom of contract was a substantive liberty interest under the U.S.Constitution
